My money would be on a shower/.mixer tap passing mains cold back to your cylinder.
Easy to check.
Just fit a non return valve at cylinder outlet.
Alternatively, you could cut into flow & return pipes, rig up a temporary loop under the boiler and pressurise it that way.
I would have thought it will be imperial pipe 3/4".
Just solder a transition coupling on, or use an imperial olive in a 22mm comp fitting.

Ignore my advice re fan, you will still need GS bod though.
It is likely that the fan has seized, you will need a GS reg person to repair it for you.
Call a plumber
There will be several pipes going into your loft.
Usually vent pipe from hot water cylinder
Mains cold feed to tanks
Gravity cold feed to CH...
Keep the Classic, they're bombproof apart from (as said) needing a fan every 10 yrs.
Get yourself some tap centering washers from Screwfix, they're really useful.
Assuming you drained the hot water pipe to fit your new basin, then I don't see how the two are connected, you don't have a combi boiler.
There appears to be a circulation issue, I'd want to know why the heat isn't getting away from boiler.
Surely if the rubber seals in your pipework were deteriorating to that extent, you would have water gushing out everywhere.

I prefer to go bigger, it will warm the room quicker, if you fit thermostatic rad valves, you won't be wasting energy when the room gets up to temp.
Go to your local plumbcenter and ask for a Centerbrand programmable stat.
It's almost identical to the one you have, as it's made by Honeywell....

You either need to buy or borrow a rad valve spanner which will fit your tails so you can re-use them, or go and buy 2 new valves complete with...
