XPLE SWA is a 90 deg C cable hence it can take more current and run warmer, on the provision that it's terminations are rated to 90 deg C too.
PVC T&E is a 70 deg C cable.

I assume this is what he was comparing against T&E?

Clipped direct, T&E carries 47A compared to PVC SWA carrying 49A.
 
Yep, I imagine it is down to the rate that the cable can dissipate heat as you say.
