Advise please on covering a jacobean stained staircase

Having used polycell stain block primer and then painted staircase white the stain is starting to bleed through anyone know of any primer/block that will stop this help a desperate novice please.
 
Try a aluminium wood primer, it's grey in colour, should do the trick, might require two coats.
