Artex Bedroom Ceiling Skim or Remove All First?

Hello, please can you tell me how to tackle this bedroom ceiling. Would I be able to skim over the Artex using skimming plaster or would I need to remove first? Some of the ceiling is okay and then other parts have cracks as you can see in the photo.
