bathroom basins - tap distances

in the uk, are the holes in basins, for hot and cold taps, ALWAYS the same distance apart ?

No, because basins are different sizes themselves.

What is your problem/situation...?

You could always specify a standard detail for the hard-run pipework (so that it will fit behind a pedestal) and flexible connectors for the final connections...
