bathroom repainting

I am trying to repaint my bathroom. I am the second owner of the house and the previous owners painted the bathroom with a deep blue latex paint. Needless to say they did a really bad job. There are globs on the walls where the paint obviously dribbled before it dried.

-- How do I get the walls ready to be repainted so that when I'm done the raised areas from the bad paintjob don't show through my paint job?

I've tried sanding it with 120grit and 150grit sand paper but it seem to even grind down the old paint. I also tried a heat gun and a putty knife to melt and scrape the old paint but this takes a really long time.

Scrape it off dry fill it and then repaint..thin the paint slightly that your using on the filler.

If you want to go for a drastic colour change..ie lighten the area up..coat it with white first.
