Bathroom taps

I've trying to change the washers in a leaking bathroom sink tap.

I'm struggling to remove the bell shape shroud.

It does seem to want to move.

Any tips please.

If good ol' WD doesn't work try some of that. It'll be a pain if you can't find some locally and have to order it but i've had it do the impossible before. Joints I can't break with the 24" stillsons, give it some of that and 5-10 minutes later it's falling off.

Managed to get the shroud off. Wd40, hot water and a mole grips on some inner tube.
