Birds and basket liners

I have a sort of metal hayrack screwed to the wall, lined with some kind of moss and synthetic woolly matting, used like a hanging basket. Birds have ripped the matting out, presumably to use for nest building.

Any suggestions for something they will not rip?

You can get fibre inserts.
I left hay out for the birds to use for nesting, never touched it...ungrateful little bu**ers
