Black crumbly wall

What this stuff is on my wall. It's everywhere in my 1943 bungalow. How can I safely remove plaster from my wall. It crumble very easily.

It looks like an old breeze block.

Just have to be careful they damage easy as you've found.
Try holding the drill flatter to wall, might be a bit easier once you've got the first few cleaned off.
