Bleed valve in garden water supply?

Hi,
Could someone advise on this, please. When I moved into my flat there was already a water supply to the garden teed off the main feed. I assume this was probably done by a professional as the fittings are end feed, not Yorkshire. The outside pipe bursts every winter even though the pipes are insulated and there is a cutoff valve inside the flat. The problem is that the pipe doesn’t drain when the water is turned off and the tap opened. The cutoff valve is a simple compression type which is closed by turning the “screw” with a screwdriver.
Do I need to either install some sort of bleed valve inside the flat to allow the water to drain, or can I just replace the existing valve with some sort of combination cutoff/bleed valve?

Fit a drain cock to the pipework,you can then isolate and drain before winter sets in.
 
Just had a thought which might be important! My flat is on the first floor so the cutoff valve is considerably higher than the tap. I need something to let air into the pipe on the tap side of the valve to get rid of the “finger over the end of the straw” effect and allow the pipe to drain. Sorry I wasn’t very clear,
 
Fit a drain cock just after the isolator. Isolate ,open garden tap,open drain cock and gravity will empty the pipework.
