Blistering Paint

Please can someone advise about blistering paint :?:

The house was built in 1876.
My husband stripped the ceiling paper using a steamer. He painted the bare ceiling with Dulux Brilliant White Matt. The day after painting, in some of the rooms the paint is blistering in patches and you can pull it off in sheets like wallpaper, but in some rooms it is fine.
What would cause the blistering? Is it that some ceilings are possibly slightly damp or porous, which is making it blister?
After sanding the areas and re-painting it seems to get worse :!:
What can we do to remidy this?

Probably distemper from way back in time .....you may be able to stabilise it with summat from a trade paint shop..........probably why it was lined in first place :cry:
