building next to a property with windows

I have an issue with our next door neighbour, where plans have been submitted to our local council which involves building a gable end of 2 storeys within 2 metres of my property which will effect the natural light to 3 of my windows. I have read of the 45 degree rule which this does not comply with but there must be more information on this subject.
Any help would be much appreciated..
