Building regs - Insulation

Am I right in assuming that if we start our extension before April we don't have to meet the new insulation regs ?

What do we actually have to have done to have 'started' ?

Are the new regs worth meeting anyway in a new build ?

if youve applied and had the regs agreed you might be ok.
check with them.
to have started you have to have footings in at least.
and yes why not go with the upgraded levels if you can anywho.
