I want to install a power shower over the bath and the electrician said the get the plumbing done before hand, i just want to know can i take a cold water feed from the cold tap run it underneath the the bath and up into the shower...?

I take it you mean an electric shower  In which case yes but make allowances for an isolation valve in the pipe work, preferably a full bore one

It all depends if your cold tap is mains fed or from a tank. If it is from a tank test the flow rate meets the showers mi rate.
