Builder says because the previous builder has used a flexi connector which is not right, it cannot go further back. The box is about 180mm deep. What the options to get this further back, ideally right to the tiled wall?
You can get shorter pan connectors. Look on Screwfix, there's a wide range available.
Concealed cisterns are a pita to work on. Yours looks tricky as the flush pipe (smaller one above soil connector) needs to be cut to allow the pan to go further back once new pan connector is fitted.
Is there any provision for accessing the cistern and the pan connector behind the tiling or was it all just tiled in?

The access is limited; basically what you can see for the cistern in the phone. The connection is like this for the soil pipe (flip photo 180 degree horizontal, flow direction is right) as there is another toilet connected so it's not a straightforward single connection and the flexible connector you see is connected to the top inlet with the other toilet having the direct horizontal run. Would the connector in second photo below help much?
