Ceiling Sealer/Primer

I am painting my lounge ceiling (white dulux trade matt). The previous owner smoked a pipe and the ceiling is stained and this keeps burning through my new coat of paint. Can anyone recommend a sealer/primer that I can paint on prior to the final matt coat to stop this happening?

Mix PVA thinned by 25% in with your emulsion..that works for me when im faced with a ceiling that I cant wash down such as unpainted artex
