cellar floor-water table

Hi

I removed a section (12x24inch) of my cellar concrete floor and found that the water table is about 6 inch below. Now am wondering about how to repair/relay concrete in such wet conditions?

just pour in dry mixed cement and ballast ( sand n' gravel up north) .
concrete loves water. it'll set hard as bell metal!
