Central Heating Problem

Turned heating on, the rad's up stairs are tepid, rads downstairs are cold.(hot water ok)
Action taken.
Drained system and refilled - no change.
Changed flowshare - no change
Changed room therm. stat. - no change
Checked wiring ok - no change.

The flowshare works correctly
With just the heating on, the boiler will come on for approx 1-2 mins then go off again.(woks fine for hot water)
The pump sounds as though it is working(I have bled it)

Observations
When the room stat. should be on and I check the flowshare it is in the correct position and the pump sounds as though it is working but the boiler does not come on.!! but it works fine for the hot water, when the hot water is on "timed" etc.
I now believe the upstairs rad's only got warm because both the heating and hot water timer had them both come on together and because the alternater was in the "middle" position it allowed the hot water to pass into the rad's , although not being pumped round it just started to warm the nearest rad's.

Could this be a programmer problem?
or a pump problem.?

HELP what else can I do
