Cold Radiators - Help Needed

We fitted a new pump a few weeks ago, have recently used a product to de-scale, and have bled all radiators etc several times, but we are still having problems.
We were able to have heat downstairs IF we closed the radiators off upstairs (or vice versa), but not anymore

Incidentally, we get loads of hot water - just no heat.
HELP PLEASE
