cold radiators

our c/h stays cold down stairs when first switch on, we have to turn the radiators off up stairs untill downstairs gets hot, but when i turn upstairs back on, downstairs goes cold again,i have tried bleeding all the radiators, with no joy. can any body HELP. It is a backboiler system. also should i bleed radiators when cold or hot i bled them when hot.HELP :cry:

Could be a weak pump, or motorised valve sticking half open/shut, sludged pipework, did it work ok originally or has it allways been cr*p ?
 
thanks. it has always been crap but not long ago we had all but one radiator working:cool:

A few things to try: turn the pump onto full, turn all rads off upstairs then open them 1 turn only to allow more water downstairs, clean the system with a quality cleaner.

I have been to loads of problems like this and i find that if you balance the system it normaly works,
