Concrete oversite without DPM in conservatory

A relative is having a conservatory build at the moment and the concrete oversight below the floor joinsts doesn't look as though the DPM was laid first (no plastic edges visible anywhere!). Should she expect problems with this or is it nothing to worry about? I assume it's there to stop any growth coming through..

The connie has a short brick base around the room (upto 2ft from floor level) that the plastic units will built onto. The inside of the visible brickwork will be plastered. A DPC is visible just below the joists level.

Do you know what the floor joists is resting on? Is it on a little wall on the oversite concrete which is known as sleeper wall? If you can give us more details of the layout of the floor maybe we can help you more, a photo would be great though. DPM is to stop if any rising damp entering the floor area.
 
The joists at one end are built onto the inner-leaf brickwork and at the other end sit on joist hangers (connected to a piece of timber resting on the side walls, above the oversite.)

The joist span is around 3m with no supporting walls underneath. The concrete oversite is probably 30cm below the bottom of the joists.

Oversite under a suspended floor does not have a DPM. A DPC is fitted underneath the floor joists instead. Just ensure that the void is ventilated with airbricks which give through ventilation - ie from one side to the oppostite side
