Would it be best when routing the condensate for a boiler in the garage to drill out external and boss in to the soil pipe outside. Or drill through to the kitchen adjacent to the garage and tee it in to the kitchen sink waste.

Internal runs are preferred where practicable. External runs must be increased in size internally, and insulated through the wall to their termination

The sink waste does go external too to the stack. But wouldn't freeze as it would be flushed my the emptying of a sink periodically. I'd say
