if you have a condensate pipe which comes throught the cavity wall about two inches whith a 90 degree coupling on it would this be classed as ncs.

Ah! Not sealed, drips on the pavement, bet its not insulated either. DO 3 ncs's make an AR - I mean its connected to the flue!!!
 
Nay, this is a veritable felony - if it drips on the pavement it's also in contravention of Building Regulations, the Rights of Way Act and the Health and Safety At Work Act.
