Hi,
what does cross sectional area of a cable exactly mean?
is it the diameter of the conductor without insulation?

No, it's the cross-sectional area of the conductor without the insulation.

You know - pi x r² and all that....
 
or for multistrand the sum of the cross-sections of all the strands making up any one wire.
Some larger cables do not have round cores, but the strands that make them still are.
