Decorating in order

Hi.Which is the correct order?I have painted the new plaster cornice with a mist coat,and the picture rail is in undercoat.the walls and ceiling will be papered,Should I gloss the picture rail before papering or after?Everything above picture rail will be painted with white dulux vynil matt,The walls will be painted with a shade of vynil matt also.

Paper your ceiling first, but first size the ceiling with a watery paste the day before your due to paper,do the same if you are papering the walls.

If your cornice is going in the same colour as your ceiling, then paint ceiling and cornice at the same time

Then paint your walls with your chosen colour, and paint your dado rail/skirtings in your top coat (gloss) last.
