if you have had this set up for some time (dish washer and 2 sinks) and it has recently started to happen (sinks filling as dishwasher empties) then it indicates there is a partial blockage in your waste pipe, because the water can not get out fast enough, so it backs up along the pipe and fills your sinks.

i should say then your waste pipes are too small or are blocked
