Do I Need Lagging for These Outdoor Pipes?

Hi - would you recommend lagging these to avoid freezing or any other modifications?

The external tap? there are loads of proprietary external tap covers, and to be sure? these type of taps "should" be fitted with an internal stop valve, it is generally a "ball-o-fix" in line valve, worth looking for?

The brown plastic pipe at ground level below the stop tap? what is it draining?

As for the " Pipes ---outside--- the front door? are they actually in the open? and exposed to the elements?

Garage door? timber? any chance of an internal image, could be that if there is space gluing on a sheet insulation between the frames of the door?
