Dripping Gutter

I have a gutter that drips loudly whenever it rains. I can't see any blockage or damage to the gutter.

There's a gap in the black stuff (flashing?) nearby. Should I replace that with the plastic or metal version? Not really sure what's what, tried searching for flashing in google images and got distracted.

You need to remove the bottom tiles to sort out the combed vent, so you might as well fit some felt/gutter refurbishment trays.
Replace the broken tiles as well.
