The 'Max 60W' rating of your luminaire is because of the heat output of the standard general service lamp it was designed for. Your energy saver lamp is a compact fluorescent and is much more efficient, producing a higher ratio of light to heat. The 100W figure is simply for comparison, saying that this will produce an equivalent light output to a standard 100W lamp whilst actually only needing 20W of power input.
