Extension - Radiators where?

I have a 2 storey extension (dinning room/kitchen and bedroom and ensuite) and want to put the rads in myself, the boiler is big enough for the job.

Question is...

Which way is best to run the pipes i.e. across and down then back up or room to room and back up?

Also where should rads be placed in rooms for best circulation and energy? outside walls or inside walls or doesn't it matter???

Any help appreciated.
