F & E tank keeps overflowing.

Hello fellow cud choowers.

A friend of mine has an F & E tank that keeps overflowing. I have put a stop on the mains inlet to the F & E to isolate the incoming mains supply. despite this, the F & E starts to overflow within about 24 hours.

His heating system is a standard primary boiler, fully pumped using a 3 port diverter valve for heating and hot water. System is vented.

ideas please.
