F & E Tank Stopcock

The question is about the F & E tank for the central heating. It was filling up from below, mainly when the hot water was heating up. It was causing condensation in the tank which was then dripping out of the overflow.

Changed the cylinder thermostat as on inspection it was not working. Although set at 60oC it would sometimes not switch off until 80oC or more and sometimes would switch off at 50oC.

There is no longer a drip but my question is how far open should the stopcock be on the exit of the F & E tank? Should it be fully open or partly closed to prevent water in circulation going up that way because the pressure is less that way? Or does it need to be fully open to give the maximum pressure in the circulation system?
