I suspect you will need to get more expert advice than just rely on the answers in a forum like this, but I would start at:

also has some information, but I would perhaps ask your local council as they may be able to offer more specific advice. Its not something you want to get wrong as all sorts of legal and insurance issues could arise if you don't follow the letter of the law...
