Flat Roof Terrace/Balcony

I have a standard 1930's 3 Bed Semi
Always wanted a balcony and saw the top of our extension as lost opportunity. Then I came across this site: http://www.flatroofs.co.uk/#/flat-roof-terrace-balcony/4528262966 and figured it is possible to have a roof terrace/balcony!

Could anyone give me any advice in terms of planning regulations what they think?
