frame/hammered fixings or resin?

I am installing a fence with 6ft long x 2ft high fence panels on top of a 5ft brick wall. The fence will be help with 4”x 2” beams 8ft high, attached on the inside of the wall. The wall is in the back garden, is old and a bit exposed to the wind. Therefore, it has to be a solid structure.
Shall I use frame / hammered fixings or I should use some threaded rods and resin to attach the beams on the wall?
 
In my experience "frame" fixings - assuming you mean those long 125-150mm wall plugs - have very little resistance to axial pull out. They seem to be designed for retaining windows where the only forces would be shearing in nature.

I wouldn't use those therefore.

I'd go for either concrete screws or sleeve anchors personally.
