Gate Valve

Replacing tap washers I had to turn off the cold water from the main header tank, this was a 28mm gate valve. Having replaced the washers, I tried to open the gate valve & the spindle just turns. I know I will have to drain down the tank to replace or repair the valve, but are gate valves repairable, The spindle is turning when I turn the wheel.

throw it away put a quarter turn pegler valve on it
