Well you have three choices - HDMI cable, ethernet cable, or wireless. Plenty of each on Amazon.

That’s were I am stuck as the mouse won’t be wireless from the loft to the living room and than there is so many makes out there

If you are running HDMI cable from the loft you can also run a USB extension cable for a mouse.
But first check the length you need because both have technical limits on maximum run without needing active devices to boost the signals.

If you actually want to be completely wireless it will get expensive.

Do you have an ethernet cable to the DVR?

It’s on a tp link I am going to run a cable direct from the modem to it tho that’s why I am thinking of doing it I am thinking of going ethernet to do both but don’t know what make to go for.

You seem a bit confused as to what you want to achieve.
If you want to see the DVR live output directly on the TV then you need an HDMI cable and a USB cable, possibly with active devices if the length means too much loss.
Or if you have an ethernet connection to the DVR you could have a small windows or android box connected to the TV HDMI input and running the DVR remote app. That's actually what I do.

what I am after is a hdmi extender via a cat 5 and than I can run them and take the tp link away and hard wire the lan in than I need to run a connection for a wireless mouse somehow

I don't understand why you are wanting an HDMI cable and an ethernet cable. They have different functionality.

Running an ethernet cable from the DVR to your router is a good plan, but that's an entirely different issue.

Just run 3 cat 6 in one for a hdmi converter and one for a usb over ethernet converter and one to the router.

Were am I best getting the converter from. And what makes are am I best looking at.

It wont do 4K but you will may find that you NVR doesnt output 4K anyway to the monitor. The cameras may record at 4K but that only really becomes useful when zooming in on the image.
