HELP! Painting our walls

We are totally new to DIY and need some advice please....
We've recently stripped our wallpaper and have come to a light green surface which appears to be painted, behind this is a solid plastered wall.
Can we just paint onto this surface as long as it is all smoothed?
B&Q said we cant paint onto it but my parents said they have done this in the past and it is ok, so i'm not sure! We have smoothed all the rough bits with Polycell smooth over for damaged walls but unsure if we need to cover the whole walls or just damaged parts?

Can someone please tell us if we are ready to paint yet!

Are you saying the 'light green surface' appears to have been painted..or the surface is light green paint?
