henly blocks are mostly used to add a second CU when the existing one is full
also you sometimes see them used by the rec to join the neutral of the service cable to the neutral tail (especially in three phase installs with 3 seperate 100A fuse units)

Very common to see them at the intake of an econ7 system, on the rec's side.
