Hoover Performa 1100 washer dryer only fill little water

I just moved into a new flat in London and I fould that the wasing machine (Hoover Performa 1100 washer dryer) only fill in very little water before it start to spin. I bet it fill less than 1/5 of the space.

Is it normal?

The washing machine I have ever used before fill the water to at least half-full. So I think the Hoover is broken, isn't it?
 
It isn't broken. It will also take longer to wash than your old machine.
Newer machines use less water.
