hoover wash machine damaged cloth

my hoover washing machine 800RL lets the cloth get under the agitator and around the transmission shaft damaging the cloth and sometimes stoping the machine from moving.
the hoover help disk emailed me the diagram where there is 2 parts missing on my machine, under the agitator there is a balance ring and a spin-tub which I don't have.
I bought it off ebay and wonder why the owner sold it now after 1 year of my owning it. if I install the missing parts, that will most likely stop the cloth from being caught around the transmission shaft but will not stop the close from getting under the agitator, any idea how to fix this 100% specially when I notice that the load gets out off balance and cluster on one side of the agitator and starts making noice when spinning, so much so that I have to stop it and un-entangle the cloth and even distrubute them around "which I realy should not be doing to start with".
