How come I have water pooling around sink Drain

I installed new bathroom vanity. Everythink seems to be working correctly but, I have a pool of water forming around the sink drain and will not go down. I am sure everything is down as tight to the sink as possible but not sure why I have this little bit of water always there. Please Help

Is the water collecting because the drain is raised from the base of the sink, if so, then this is possibly because you have put the washer on the wrong side.
If not, is the sink level, try with a spirit level, the sink should be level, as the bottom of the sink is normally slightly sloped to allow drainage.
Finally, you could try removing the sink drainage (so there is just the hole) place a bucket underneath and pour water in to see if it drains, if it doesn't drain then the sink is most probably fault, i.e. manufacturing defect, insufficient slope to allow drainage.
