Hydra Bathroom Towel Radiator not working, please help!

The radiator is warm on all the chrome fittings that surround the inner white radiator. The white inner is stone cold. It had been previously working OK.
All other rads in the house fine, just this one not operating properly.
Bled it but no luck. Appears the water takes the easiest route around via the chrome.
Any help/advice appreciated

Take the rad out and flush it out with a hose outside would be worth a go.
