Internal Soil or Rising Main?

My house is of timber frame and I have discovered a section of the bricks in the outside wall below the dpc are wet and show no signs of drying out. I have checked all of the internal pipes and there are no leaks inside above the floor joists, seems like the problem is within the foundations. I have just contacted insurers, they said if its pipes its normal maintenance and they will not be responsible. As such it's down to me to organise and pay builders to survey the problem.
Advice please?

I also have a timber frame house with an internal soil stack.
the stack is plastic till where it exits the house undergroung here it changes to ceramic. the first part of the ceramic pipe is a bend.
On mine that pipe broke or collapsed.
I am not on my own with this problem as almost all of my neighbours have had theres go.
Dig down from ouside near the wall and check the underground pipe where it enters the house.
put a peg on your nose!!!!
