I have managed to get 2.5mm T&E through many battens in a dry lined wall. It has gone past a few sharp nails inside the wall which has scratched the grey outer cover in places. The worst scratch very slightly shows some blue of the inner cable (less than 1mm - no bare wire is showing, the blue is intact). Is it OK to wrap a piece of spare grey outer around it and gaffer tape & to carry on? (it is half way round and took hours to get there!)

yes, aslong as there is no copper showing and sheath is entact you will be fine. if u can, use insulating tape if your taping up any parts of "nicked" cable :)

How do you do that? I've searched the forum, but the questions relating to IR are technical. What equipment do you need to do it? and is it necessary for a low load of 220w to max 2kw? (also, the 2.5mm T&E run is only about 2 meters long).

Its an insulation resistance test, you would need a Meggar but tbh for that length of run you should be fine, aslong as you have visually inspected the cable and all looks OK. If your still not sure you could always use your existing cable as a "draw" wire and pull another one in, tho according to your 1st post this might be a bit akward :)
