Is this a looped electrical supply?

Could anyone advise if this is a looped electrical supply?

Nothing in the photo suggests it's a looped supply.

The exposed copper below the cutout needs to be fixed, as does the hole in the neutral cover and the shoddily terminated tails into the meter.
 
I suspect the meter tails were done like that to ensure the polarity is obvious. Not dangerous

The cable to the head on the metal side needs improvement certainly but that’s down to the DNO - good luck with getting that improved
 
The exposed copper looks to be a PEN conductor, so not a massive hazard. Exposed basic insulation on meter tails is frowned upon nowadays, but used to be very common practice.

Overall a bit rough, but nothing I would be getting overly excited about.
