7 newton 4in concrete block should be ok,if it can be layed flat on your piers the better
after reading your question again i see you have a 100m wall , buy a short prestressed concrete 100x150 lintel,cut it in half and lay the 100 upright so your padstone will be 150 high by what ever you want at least 300m
