Knots In Decking Boards Rotting Away

I had pressure treated pine decking put in 6 weeks ago and treated it with Seasonite three weeks later. I notice that a lot of the knots in the wood are disintegrating leaving unsightly holes. It almost like there’re rotting away. Is this normal or has poor grade decking been used?
 
Both. Knots will fall out when the timber shrinks and dries out, and decent decking will not have that many knots, or the installer would discard any boards that are excessive, or lay in a discrete area. (always buy 10% extra for wastage)

You may be able to unscrew and replace any that are really bad.
