leaking balcony

hi people,
fi am wondering if any body has had a similar problem or can help me with mine.
i live in a badly built duplex. unfortunately i have a leaking balcony over a bed room and the ceiling is leaking in a few places.
can anyone advise me is there some sort of solution or something that i could ideally paint on as i did have someone looking at it a while ago and he painted a silvery coating on the joints between the flashing (i think its called) and the wall of the apartment and it held for a while.
unfortunately it didn't hold forever and would like to seal the whole balcony (8x1)
pppplease hhhhelp ..... :)
 
Anything you paint over the existing covering will only be a short term repair. The only long term solution is a new roof covering.
 
You shouldnt have to patch over flashings with repair compounds! post a pic of the offending areas.
