Leaky Sink Waste

Dim question here, so your forebearance required pls!

New washbasin in bathroom, leaks via the waste (ie waste is not sealed properly, on top, to the basin). I've noticed in the "throat" of the waste that there are holes that could be used to tighten (screw) the two halves of the waste together, squeezing it down to the basin surface better. Is there a tool to do this? (Or am I the only tool here? :) )

Yes there is, but angled thin pliers will do. Usually not needed if you shift the assembly round so it tightens in the right place. Anything running past the flange should go down the waste anyway, the leak is always down the thread, cos it isn't sealed anywhere by design. Put silicone on the nut.
